Since January 1988, Mr. Astorga has served as Senior Vice President and Chief Financial Officer of Blue Gross Blue Shield of Arizona, a health insurance company. He also served as President of ACTI - Licensee for Blue Gross Blue Shield of Mexico from 1994 to 1999. Prior to joining BCBSAZ, he was a partner in the firm of Astorga, Maurseth & Co., P.C., a local certified public accounting firm with offices in Phoenix and Scottsdale, Arizona. From 1970 to 1975, Mr. Astorga was employed as a supervising senior with Peat, Marwick, Mitchell & Co., a national certified public accounting firm.

Mr. Astorga received a B.S. Degree in accounting with high honors from Arizona State University and has attended executive education programs at Fuqua School of Business-Duke University, Kellogg Graduate School of Management - Northwestern University and Graduate Center for Health Professions - University of California San Francisco.

WILLIAM J. POST

Chairman of the Board and
Chief Executive Officer

Bill Post is Chairman of the Board of Arizona Public Service Company (APS) and Chairman of the Board and Chief Executive Officer of the parent company, Pinnacle West Capital Corporation (PNW). He joined APS in 1973; became an officer in 1982; became President and CEO of APS and President of PNW in February 1997; and was named Chairman of the Board of both companies in February 2001.

Prior to 1997, Bill was Chief Operating Officer, with responsibility for all operational areas of APS, including the Company’s nuclear operations, as well as Customer Service, Transmission & Generation, Human Resources, Environmental, Health and Safety, and the Financial and Marketing areas. In July 1995, Bill was appointed Executive Vice President of PNW.

Bill is a director of the Institute of Nuclear Power Operations, Nuclear Electric Insurance Limited (Chairman), Nuclear Energy Institute, Blue Cross/Blue Shield, Phelps Dodge Corporation, Greater Phoenix Economic Council, Greater Phoenix Leadership, ASU Dean's Council of 100, and the Business Leadership Coalition.

Bill is a graduate of Arizona State University where he received a Bachelor of Science degree in Quantitative Systems in 1973.

Bill and his wife, Mary Kay, have two children.




      

Frank D. Alvarez

President and CEO of TMC Healthcare and Tucson Medical Center

A 673-bed acute-care hospital serving Tucson and Southern Arizona. TMC Healthcare is one of the regions largest healthcare providers with market leadership in emergency visits, births, heart and orthopaedic surgery programs, among other specialty services. TMC HealthCare employs over 2,500 staff and has over 1,100 active medical staff members.

Formerly CEO of the Maricopa (AZ) Integrated Health System, the county healthcare system comprised of a 500-bed teaching hospital, 13 clinics and a 35,000-member Medicaid health plan.

Throughout his professional career, Mr. Alvarez has been involved in several professional and community volunteer activities including:

A Viet Nam era veteran, Mr. Alvarez and his wife Christine (Tina) have four adult children and live in Tucson, Arizona.




      

THOMAS R. FRANZ

Intel Corporation

Tom Franz is Vice President and General Manager of the Advanced Development Group at Intel Corporation.

Previously, Franz was Vice President and General Manager of the Network Processing Group, which is responsible for delivering processing elements for the communications infrastructure. NPG provides silicon, software, and sub-system solutions. The group's architectures are designed to be the basis for the next generation of network and communications equipment, which will allow customers to keep pace with the innovation and change driven by the Internet.

Franz joined Intel in 1980 and has held multiple positions within several divisions in Santa Clara and Folsom, CA and Chandler, AZ during his 21-year career. Franz was promoted to vice president in 1997 and served as vice president and general manager of the Applied Computing Products Division. In 1999, he was promoted to corporate officer and formed the Network Processor Group (NPG), which focused on the processing needs of network equipment.

Franz graduated from Cornell University in 1980 with a bachelor's degree in electrical engineering. He is a native of Pennsylvania and now resides in Arizona. He is actively involved in many community events and local initiatives.




      

David C. Bartlett

I am a lawyer. I went to high school in Tucson Arizona, earned a BA and MA in History from the University of Arizona, and a law degree from Georgetown University. After working at the US Department of Labor in Washington, D.C., I returned to Tucson to practice law.

I served for ten years in the Arizona Legislature, including a year as Chair of the Senate Judiciary Committee and a year as Majority Whip. After my legislative career I worked in the Arizona Attorney General's office, for five years as Chief Counsel of the Civil Rights Section and three years as Special Counsel for Southern Arizona.

I have been involved in other community activities since I left the Legislature, including the Arizona State University Law School advisory board, the University of Arizona's History Community advisory board and its Udall Center advisory board, in my neighborhood association, the parent board for University High School, the southern Arizona Children's Action Alliance, the Arizona Heritage Alliance board, and Arizonans for Cultural Development.

I have been married to Janice Wezelman, a Tucson attorney, since 1979, and we have two children, Daniel Bartlett, a senior at Harvard University, and Elizabeth Bartlett, a freshman at Scripps College. I am 58 years old.




      

A.N. “Johnny” Basha

A.N. “Johnny” Basha, Jr. is Senior Vice President and Director of Real Estate for Bashas’ Inc., a family owned retail grocery company started in 1932 by Johnny’s father, Ike, and his uncle, Eddie Basha, Sr. Bashas’ Inc. currently operates four store formats, Bashas’, Food City, AJ’s Fine Foods, and Bashas’ Diné, with, at this time, a total of 136 stores.

Johnny’s responsibilities at Bashas’ include overseeing development and acquisition. He is on the Board of Directors, Executive Committee, and Bashas’ Capital Committee.

Johnny sits on the Board of Directors and is past President of the FBI Citizens’ Academy. He sits on the Board of Directors for Hospice of the Valley and National Life Teen. He has served on the Development Committee for St. Mary Basha Catholic School in Chandler and has worked extensively with the Boy Scouts of America serving as Scoutmaster and Chairman of numerous committees.




      

Drew Brown

Mr. Brown is involved in all major acquisition, disposition, financing and development activities for DMB's real estate portfolio. He also manages the day-to-day operations and directs the firm's long-term business strategies.

Prior to co-founding DMB in 1984, Mr. Brown was a partner and director in the Phoenix law firm of Fennemore Craig, where he specialized in real estate and commercial lending matters.

He earned his bachelor's degree from the University of Dayton and received his juris doctorate from the University of Notre Dame Law School.

Mr. Brown has been active in a number of professional, civic and community organizations, including the Arizona Science Center, Greater Phoenix Economic Council, and Downtown Phoenix Partnership. He is board chairman of Greater Phoenix Leadership and serves as a member of the board of directors for Scottsdale Healthcare and Phoenix Art Museum.

PETER S. FINE, FACHE

Peter Fine was appointed president and chief executive officer of Phoenix, Arizona based Banner Health in November 2000. Banner Health is one of the nation’s largest secular, nonprofit healthcare organizations operating hospitals and an array of other services in Alaska, California, Colorado, Nebraska, Nevada, and Arizona where the company is the largest healthcare provider. Banner employs over 25,000 people, is Arizona’s second largest private employer, and has revenues of $2.3 billion.

Prior to his appointment, he was executive vice president and chief operating officer of Milwaukee, Wisconsin based Aurora Health Care, a large integrated system serving all of eastern Wisconsin, including the greater Milwaukee area. His previous position with Aurora was president, West Allis Memorial Hospital. Before joining Aurora, Mr. Fine served in several hospital leadership positions, including president and chief executive officer of Grant Hospital and senior vice president of operations at Northwestern Memorial Hospital, both in Chicago, and assistant administrator of Porter Memorial Hospital in Valparaiso, Indiana..

Mr. Fine received his bachelor’s degree from Ohio University and his master’s degree in healthcare administration from George Washington University. He is a fellow in the American College of Healthcare Executives and presently serves as a member of their Board of Governors. He is also a member of the American Hospital Association and serves as a member of their Governing Council for the Section for Health Care Systems. Mr. Fine is a member of the Health Insights Foundation, Greater Phoenix Leadership, and serves on the boards of directors of the Greater Phoenix Chamber of Commerce, The Translational Genomics Research Institute, and Premier, Inc. In addition, he serves on the Citizen’s Task Force on the Maricopa County Health Care System and the Citizen’s Finance Review Commission for the state of Arizona.




      

Kristine R. Garrett

President and CEO, Bank One in Arizona

Kristine R. Garrett is President and CEO of Bank One in Arizona, the state’s largest financial institution. As the senior executive based in Phoenix, she oversees public affairs for the bank’s more than 7,000 employees in Arizona. Additionally, Kris is the regional manager for the Private Client Services line of business in six states: Arizona, Utah, Colorado, Texas, Oklahoma and Louisiana.

Kris joined Valley National Bank (now Bank One) in 1989 as a commercial real estate loan officer. She held progressively responsible management positions in commercial real estate lending until becoming private banking manager in 1996 for Arizona. In 2000 she assumed the role of local President.

Prior to joining Valley National, Kris was manager of the homebuilder finance division for Sun State Savings where she was employed from 1983 until her departure in 1989.

During her 19 years in banking, Kris has served in numerous civic and community positions. Currently she is Vice Chairman of the Downtown Phoenix Partnership; past Chairman of the Standard Register/PING LPGA tournament; board member Banner Medical Foundation; board member Greater Phoenix Leadership; member executive committee Greater Phoenix Economic Council; and board member Fresh Start Women’s Foundation. In 2001, Kris received the DREAMR award from the Downtown Phoenix Partnership.

Kris has a BA in History from Allegheny College in Meadville, PA. An Arizona resident for 23 years, she and her husband, Jon, have two children.




      

Yolanda Collazos Kizer

Yolanda Collazos Kizer is a small businesswoman serving as president of two companies, CASA Fenix Merchandising, Inc. and Builders’ Book Depot, and community leader.

Builders’ Book Depot, opened in 1986, is a retail, mail order and e-commerce bookstore. It specializes in national and international distribution of books and publications for the construction, architectural, interior design and engineering professions. Serving as a gateway into the retail business, Builders' Book Depot gave Yolanda the experience she needed to start CASA Fenix Merchandising, Inc.

CASA Fenix Merchandising, Inc. specializes in retail concessions located at Phoenix Sky Harbor Airport. The company owns and operates Curious Creatures, a children’s specialty store, in Terminal 3. In addition, CASA Fenix Merchandising, Inc. is a joint venture partner with airport retail concessionaires HMSHost and News & Gifts Shops International of San Antonio, Texas.

Yolanda finds it important to share her business resources and give back to the community at large. She serves on numerous committees and sponsors both financial and product contributions to charitable organizations. In 2000, Yolanda was given the prestigious Arizona Hispanic Chamber of Commerce Entrepreneur of the Year award and in 2001, she received an IMPACT for Enterprising Women award. Most recently in 2002, Yolanda received the Minority Enterprise Development Retail award from the Grand Canyon Minority Supplier Development Council.

As a member of organizations such as the Arizona Hispanic Chamber of Commerce, NAWBO (National Association of Women Business Owners), Greater Phoenix Chamber of Commerce, Airport Minority Advisory Council (AMAC) and Women's Chamber of Commerce, Yolanda maintains outstanding business and personal relationships through networking, training and development opportunities.

Yolanda obtained a Bachelor of Arts in Social Welfare at Arizona State University and a Masters in Business Administration at University of Phoenix.

Though being in business (especially one that operates 356 days per year) often requires more hours and pressure than traditional employment - it is offset by the control and flexibility of one's time, the unlimited potential for financial success (or failure) and one's ability to establish and develop one's own corporate culture.




      

Anne L. Mariucci

Ms. Mariucci has spent the vast majority of her 25-year professional career in the large-scale community development and homebuilding business. For the past 18 years, she has served in a variety of senior management capacities at Del Webb Corporation, culminating in President.

Del Webb is the nation’s leading developer of large-scale planned communities with annual revenues exceeding $2.5 billion.

In July 2001, Del Webb merged with Pulte Homes, Inc., creating the nation’s largest homebuilding and development company with revenues of over $7 billion and over 30,000 annual new home deliveries.

Ms. Mariucci ran the Del Webb operations for the year after the merger, at which time the two companies were organizationally integrated along geographic lines.

She was then named Senior Vice President-Strategy for the combined $7 billion organization.

In her current role, she is also responsible for the Company’s M & A efforts in the rapidly-consolidating marketplace.

While she’s reticent to be recognized on the basis of gender, Ms. Mariucci is widely regarded as the highest-ranking woman in the homebuilding industry today.

Ms. Mariucci, 45, has been responsible for finance, strategy, marketing, consumer research, and IT functions at a corporate level and also responsible for diverse operating units doing business in 8 states across the country.

She has extensive experience dealing with the Wall Street investment banking and analyst community and has spent much of the last decade working closely with a well-governed Board of Directors.

Early in her Webb career, she was CEO and a Director of Del Webb Investment Properties, an equity REIT sponsored by Del Webb.

Prior to employment with Del Webb in 1984, Ms. Mariucci was with American Continental Corp. (3 years), and KPMG (3 years).

Ms. Mariucci received her Bachelor’s degree in Accounting and Finance from the University of Arizona, where she was a two-sport athlete, and completed the Corporate Finance Program at Stanford's Graduate School of Business. She has held licenses as a CPA, NASD General Securities Principal, and NASD Financial Principal.

Born in Chicago, Ill, Msgr. Ryle was ordained May 26, 1956 as a priest of the Diocese of Tucson. He served from September, 1984 to January 1, 2003 as Executive Director of the Arizona Catholic Conference, the government relations office serving the Catholic bishops of Arizona. He continues to help with its lobbying on a part-time basis as requested. While working as Director of the ACC, he also served as a Faculty Fellow at Arizona State University and a Visiting Professor at the Pontifical Catholic University of Chile. Prior to returning to Arizona in 1984, he had taught at Catholic University’s School of Social Service in Washington, D.C. and been dean of Marywood University’s Graduate School of Social Work in Scranton, PA.

Monsignor’s community service includes membership on the boards of Catholic Social Service of Central and Northern Arizona, Labor’s Community Service Agency and the Foundation for Senior Living. He is also a member of the Phoenix Campus Advisory Board of the University of Arizona=s Health Sciences Center, the Bioethics Committee of St. Joseph’s Hospital and Medical Center and the Religious Advisory Committee of the Arizona Department of Corrections.

Recently his community service has been recognized by awards from The Arizona Medical Association, Arizona State University’s College of Extended Education, the Coalition of Arizonans to Abolish the Death Penalty, the Arizona Chapter of the National Association of Social Workers and the Arizona Department of Economic Security.

In his service at the Arizona Legislature, he has worked on legislation to abolish or curtail the death penalty and played a major role in passing a bill in 2001 to protect persons with mental retardation from the death penalty He has also worked on bills affecting DES, AHCCCS and other state agencies that serve low income and disadvantaged persons.

His publications include articles on social policy, tax policy and Catholic social teaching.




      

Rano Singh-Sidhu

Currently employed as Director of Business Development for Crumbs Engineering a Bio-Pharmaceutical engineering and technical services company, with headquarters in the San Francisco Bay Area, and offices in Phoenix.

Served on Governor Hull’s Arizona Partnership for the New Economy-E Learning Team and on the Asian Advisory Board and Hate Crimes Task force for the Arizona Attorney General. Education Panelist for White House Commission for Asian-Americans and Pacific Islanders. President of India Association of Phoenix from 2000-2002. Chaired series of programs called Arizona Discover India in 2002. Advisor to India Association of Phoenix, 2003-2004.

Personal:
Rano Singh-Sidhu was born in India and moved with her family to England when she was two years old. She moved to Arizona in 1981, with her husband Surinder Singh-Sidhu, a Software Development Manager at Lucent Technologies. The Singh-Sidhu’s have three children.

David Smith was selected as county administrative officer October 25, 1994, and assumed his duties December 1.

Smith was born March 15, 1946, in Highland Park, IL. He earned a bachelor of arts degree in government from Dartmouth College, Hanover, NH, in 1968; a master’s degree in public administration from New York University, New York, NY, in 1976; and a law degree from Pace University Law School, White Plains, NY, in 1983.

After three years with the U.S. Marine Corps Reserve, which included service in Vietnam as a lieutenant, Smith began his public-service career in November 1971 as an administrative officer with Orange County, Goshen, NY. In March 1977, he became director of Intergovernmental Relations for Westchester County, White Plains, NY, then served three years as counsel to the New York State lieutenant governor in Albany, NY. From August 1985 to December 1987, he served as assistant city manager and acting commissioner of Public Works for Yonkers, NY. From January 1988 until November 1994, he was deputy county executive, the chief appointed administrative officer, for Erie County, Buffalo, NY. Smith has acquired a professional specialty in turning around financially troubled local governments.

Smith is a long-standing member of the National Association of County Administrators and recently completed 30 years of continuous public service. He served as vice chairman of the New York State Association of Counties’ Legislative Committee and is a member of the New York State Bar.

Smith currently serves on the Valley of the Sun United Way Board of Directors. Past community activities include serving on the executive board for the Boy Scouts of America’s Greater Niagara Frontier Council and the United Way of Buffalo and Erie County where he was the 1992 Leadership Giving Chairman and the 1990 Public and Service Division Chairman.

In 2001, Smith was selected by Governing magazine as one of their “Public Officials of the Year” and was featured on the cover of the November 2001 edition. In February 2002, the Government Performance Project and Governing magazine awarded Maricopa County an overall management grade of A-; highest among the 40 counties surveyed. The grading criteria included reviews of financial management, capital management, human resources, information technology, and managing for results.

Smith lives in Scottsdale, Arizona with his wife, attorney Margaret Corcoran-Smith, their daughter Bernadette, and son Alan.




      

Randie Stein

Randie Stein is a Public Policy Consultant specializing in state and local taxation and school finance issues. She has spent most of her professional career in service to the State of Arizona. Most recently, in 1999, Ms. Stein completed a nine-month appointment by Governor Hull as the Acting Executive Director of the School Facilities Board. Prior to working with the School Facilities Board, Ms. Stein was employed by the Arizona State Senate (1989-1998) in various capacities including Research Staff Director, Finance Committee Analyst and Majority Staff Economist.

Marshall J. Vest

Marshall J. Vest is Director of Economic and Business Research at the Eller College of Business and Public Administration, The University of Arizona. He is an authority on Arizona's economy and is a consultant to a number of Arizona's largest companies and local governments. He recently served on Governor Jane D. Hull's "Arizona Partnership for the New Economy" Task Force. Elliott D. Pollack is President of Elliott D. Pollack and Company in Scottsdale, Arizona, an economic and real estate consulting firm established in 1987, which provides a broad range of services, specializing in Arizona economics and real estate.

The firm maintains the most comprehensive economic database in Arizona, allowing it to accurately conduct economic forecasting, develop economic impact studies and prepare demographic analyses and forecasts.

Elliott D. Pollack and Company currently serves as the economics department for Maricopa County. As well, the firm serves a broad client base of both public and private sector entities that range from law firms and real estate developers to school districts and utility companies.

Mr. Pollack has syndicated and master planned numerous properties in Arizona through affiliated companies. He is recognized for his expertise in discerning the relationship between real estate trends and land value, usage and timing for improvements and development.

He constantly monitors construction, sales and leasing activity in the Phoenix metropolitan area, to determine absorption rates and anticipated time frames for market recovery. Mr. Pollack conducts marketability and supply demand studies on retail, industrial and residential properties. He also is an expert in the valuation of fractionalized interests in limited partnerships.

Mr. Pollack is widely sought after as a member, consultant and speaker for numerous economic and real estate boards and organizations. He also is respected by local, state and national news media as an expert source for economic and real estate matters.

BACKGROUND
During his career in the Phoenix metropolitan area, Mr. Pollack has undertaken extensive economic studies that examine real estate projects from a myriad of perspectives. Under contract to the Arizona State Land Department as a Land Disposition Consultant, Mr. Pollack provided services in the areas of land valuation, marketability studies, feasibility analysis, infrastructure cost analysis and commercial lease analysis.

He has developed models of real estate value appreciation for the Phoenix area that are devoted to analyzing alternative land use strategies for property and economic feasibility. Mr. Pollack served as Chief Economist of Valley National Bank in Arizona for 14 years, prior to establishing his consulting firm. His responsibilities included developing and maintaining the institution's asset/liability model and state and national econometric model; providing local, state and national economic forecasting to the Board of Directors, customers, businesses, industry and analysts; and serving as editor for Valley National Bank's monthly economic publication "Arizona Progress" and the annual "Arizona Statistical Review".

EDUCATION
Mr. Pollack earned a Bachelor of Science in Accounting from Boston University in 1967 and a Masters in Business Administration from University of Southern California in 1968.




      

Frederick M. “Fritz” Aspey

“ Fritz” Aspey is a native Arizonan and a named partner in his firm of Aspey, Watkins & Diesel, P.L.L.C. in Flagstaff, Arizona. Having grown up in Phoenix, Mr. Aspey attended college at Northern Arizona University and law school at ASU College of Law. After graduating from law school, the tall pines and cool climes of Flagstaff called to Mr. Aspey, who started his legal career as a lawyer at the Law Offices of J.R. Babbitt and then, after three years, founded his own firm.

Mr. Aspey is a general practitioner with an emphasis in real estate, commercial litigation and business law. He was president of the Arizona State Bar from 1990 to 1991.




      

Ray Clarke

Ray Clarke is the President and Chief Executive Officer of the Tucson Urban League, Inc., a position he has held since 1986. A [native/longtime?] [Arizonan], Mr. Clarke graduated from the University of Arizona with both a Bachelor of Science and Master of Science degree in Administration. He has also served as the deputy director of the Pima Juvenile Court Center and the Executive Director of the Arizona Governor's Council on Health prior to his move to the Tucson Urban League.

For 32 years the Tucson Urban League has been a moving force in creating change for minorities in Tucson. The Tucson Urban League operates five departments, 28 programs with 130 full and part-time employees and has an annual budget of 4.5 million plus. Collaborative efforts with the State of Arizona, Pima County, the City of Tucson, and many corporations and non-profit organizations have given the Tucson Urban league the ability to reach out in a more aggressive way and succeed.




      

Ivan Makil

Mr. Makil recently completed three consecutive terms as President of the Salt River Pima-Maricopa Indian Community, a community with approximately 7,000 enrolled members. Under his administration, the Community successfully won a statewide initiative on gaming compacts, negotiated the development of the 101 Freeway on tribal land and developed the Salt River Landfill, the Chaparral Business Park and the Saddleback Communications Casino Arizona.

A frequent lecturer and writer on gaming and other social and economic factors affecting Native Americans, Mr. Makil serves on several state and local advisory boards, including the Arizona Indian Gaming Association and the Advisory Board of the Department of the Interior.

Mr. Makil was educated at Northern Arizona University.




      

Joel Valdez

Joel Valdez is the Senior Vice President, Business Affairs for the University of Arizona. He has worked at the University since 1990. Mr. Valdez is a native Tucsonan who served as Tucson City Manager for 16 years, overseeing nearly 5,000 jobs and a $500 million budget. In 1990, he was given the Superior Service Award for Management by the Arizona Chapter of the American Society of Public Administration, the same organization that named him Arizona Administrator of the Year in 1981. He has served on the Board of Trustees of the National Academy of Public Administration from which he received the National Public Service Award in 1985. President Clinton appointed Mr. Valdez to the U.S. Commission on Libraries and Information Sciences in 1994 to serve a five-year term. President Carter appointed Mr. Valdez to the White House Conference on Balanced National Growth & Economic Development.

Dr. Hoffman is a Professor of Economics at Arizona State University where he has published numerous academic articles and a book in the area of macroeconomics and econometrics, chaired several Ph.D. and Master's committees and taught in the graduate sequence in Econometrics each year since 1979. He has received both teaching and research awards from ASU. He received the Distinguished Faculty Research Award (the highest award for achievement in research at the College of Business at ASU) in 1992. His research has been funded by the National Science Foundation and The Prochnow Foundation. In 1993 Professor Hoffman was awarded a Fulbright Research Grant to support research and present several seminars on the results of his research throughout Europe. He lectured in Sweden, Denmark, Germany, Ireland, and Greece. He served as a visiting research scholar at the Federal Reserve Bank of St. Louis during the summer of 1996. Dr. Hoffman's academic work has been in the area of empirical macroeconomic modeling and applied econometrics. His recent monograph Aggregate Money Demand Functions, coauthored with Professor Robert H. Rasche tackles the empirical money demand relation. The book reviews the vast literature on the subject and develops a framework for empirical research -- devoting considerable attention to the econometrics of nonstationarities. The techniques discussed in the book have wide ranging applications. Dr. Hoffman's related work has recently appeared in the Journal of Monetary Economics, the Journal of Money Credit and Banking, and the Journal of Applied Econometrics. Professor Hoffman's extensive grantsmanship has enabled him to sponsor several graduate students in recent years. These students have been assigned academic research tasks or been used in policy analysis conducted for State Government. The experience has afforded students the opportunity to gain valuable experience in applying the tools for academic research to applied problems.

Dr. Hoffman's sponsored project efforts include the construction and maintenance of the tax revenue forecasting model used by the Executive Budget Office of the State of Arizona each year since 1982. Dr. Hoffman headed groups of economists who measured the economic impact of several fiscal initiatives for the State of Arizona in 1989 and in 1990. The 1989 study was commissioned by Governor Mofford as an input to fiscal initiatives that were contained in her State of the State speech in 1989. The 1990 study was requested by the Joint Select Committee on Fiscal Reform of the Arizona Legislature. In 1996 Dr. Hoffman was appointed to the Joint Select Committee on Economic Incentives of the Arizona Legislature. Dr. Hoffman has conducted considerable contract research over the last several years. This includes projects for Del Webb Corporation (1985), the Arizona Department of Transportation (1982,1986,1989), the Arizona Public Service Corporation (1987,1989), the American Express Corporation (1990), the Arizona Department of Environmental Quality (1991), the Economic Analysis Corporation (1992), the Greater Phoenix Leadership (1992,1994), and the Arizona School Boards Association.

Mary Pahissa Upchurch

Ms. Mary Pahissa Upchurch is Director – Local Product Management for AT&T. Mary has worked in a range of disciplines including Business Sales, Operations Management and Strategy Development.

Mary holds a Bachelor’s degree from Rollins College and a Master’s degree in Management from Purdue University.
